What happens when institutions prototype futures? Innovation is often treated as a luxury, confined to the edges of institutional thinking. Local authorities lacked safe spaces for systemic experimentation. Approach • Co-led an incubator for radically disruptiuve public service ideas, giving local authorities the tools to test the edges of what’s possible. • Developed the Venture Model Framework, aligning strategy, services and organisational capabilities to create Minimum Viable Experiences for public service innovation. Impact • Instutionalised innovation - turning disruption from an exception into a design practice. • Enabled local authorities to prototype systemic change, embedding experimentation as a path to resilience. • Demonstrated how play, speculation and creativity can become serious tools for public sector transformation.
